Review Of Taiwan's "mainland Affairs Council"

The "Mainland Affairs Council" (MAC) is the Special organization of Taiwanese authorities be responsible for the mainland business, exert its special role and have the influence on the cross-strait relation. This paper take the MAC in Taiwan as a research object, in the guide of the history materialism and the dialectical materialism, adopt the method of the politics, the administration and history etc, carry on a research for the establishment, the organization, the administration points and future alignment to the MAC.Foreword part describe the origin and meaning, the related research review, the method and condition restriction of the research.The article text is divided into four parts totally. The first part analyzes the background and the influence of the establishment of the MAC. The establishment of MAC was in the condition of the change of the in —tercoastal policies of Mainland and Taiwanese authorities and the re —quest of Taiwanese public opinion. The establishment of it disclosed mulriple meanings of Taiwanese authorities.The second part analyzes the framwork, personnel system and opera —tional mode of the MAC. The framwork of MAC include conference of commi —tteeman and units of operation. The personnel structures of the MAC include the official of government affair and civil servant. The opera —tional mode of the MAC is the contant conference.The third part sum up the work point of the MAC and appraise its effcts of administration in the meantime. The work points of MAC include the policies of mainland, the research and set down of the code of interco —mmunion btween mainland and Taiwan, the intercoastal affairs and the affairs about HongKong and Macao. The MAC is an antinomy in the fact work.The last part viewing the prospects of the MAC on the foundation of analyzing the environment of the policies in Taiwan. The MAC will be exist for a long time. The co-option of president in 2008 will be the milestone for the work circumstance of the MAC.The conclusion part gets some conclusions on the foundation of the full text.
