On July1,2012, the Work Regulations on Documents Affairs of CPC andGovernment Organs which was published by the General Office of the CPC CentralCommittee comes into force formally. Hence, the Work Regulations on DocumentsAffairs of CPC Organs (1996) and the rules on Documents Affairs of nationaladministrative Organs (2000) are replaced by the new regulation and a new era ofunity of documents work of our party and government organs is coming.In order to learn and implement the new documents, correct the discrepancybetween document practice and the new documents, grasp the progress of the newdocuments and find the inconsequence of the new documents then offer good advicesto next revision, the author selects the five documents and makes comparison betweenthem from the aspects of principals, drafting, handling, and managing procedures ofdocument treating.The article thinks, there are many innovations lies in the amendment of the newdocument. For instance, the new document pays more attention to scientific ofdocument treating, grasps of the principals of “unity of party government" and“separation of party and government”, makes definition of documents the party andgovernment, simplifies the document kinds, makes adjustments including extending,restricting and amalgamating the functions of document, standardizing the phrasing ofdocuments, making good distinction between the content of New Document and theNew Standard, teasing the drafting rules and handling procedures and strengtheningthe stipulation and requirements of document managing further and so on.At the same time, the author still finds some inadequacies of the new documentthrough comparing. For example, the scope of application of certain document isunreasonable, the New Document ignores the importance of document delivery andthe classification of document processing needs improvement, and definitions of someprocedures such as “review”,“discuss” and “first review” are instinct during thedocument drafting etc.The promulgation and implementation of the New Document is a challenge andreform to document treating practice of party and government organs, which demandsall participants of document treating learn and grasp the contents and requirements ofnew text then improve the quality and efficiency of document treating through practical testing.
