During his presiding over the central military committee, President Jiangzemin, using his acute percipience, perceives accurately the international military trend, summarizes scientifically the experience of the construction of the PLA's armament, makes a series of penetrating judgments and some significant decisions, thus forms a set of scientific theoretical systems for the armament construction . Therefore, they have important theoretical meaning as well as significant practical meaning.This thesis, using the methodology of dialectical materialism and historical materialism, combining the 20-year working experience of the author, working from President Jiang's ideology on the construction of armament, generalizes and summarizes the historical background, forming and developing stage of President Jiang's armament construction ideology system as well as its content, main characteristics and status in history. The thesis, for the first time, generalizes and puts forward 15 ideas from President Jiang's armament construction ideology, points out its characters as time, innovative, practical, dialectical and systematic. Meanwhile, under the guidance of President Jiang's armament construction ideology, in order to raise the armament construction level, it introduces some concrete ideas and measures such as " intense the pressure, increase the budget on armament construction, attach importance to technology improvement and innovation, emphasis on focal points, enhance technology import, advance the reform of mechanism and grasp for the fostering of talents.
