Regional Security Complex Theory(RSCT) of Buzan is of great academic value, whichemphasizes that region is not just a backdrop for the competition for global great powers andthat regional dynamics is independent. Because of the interdependence between threats andvulnerabilities, Buzan considers security as a kind of relationship. In his theory, Buzan has setup four important variables, including regional structure of power, security pattern, the stateof regional anarchy, the border of security region, and at the same time, Buzan thinks that thegreat power outside of the security complex might work as an important intervening variable,which would strengthen the regional security dynamics.Because RSCT was completed in several works of Buzan, and most of these works are noteasily accessed to in China, my article firstly introduced the general content of this theory,particularly its variables. The revaluation of RSCT includes four aspects: firstly, the statecentricity is represented throughout this theory, which means state is the dominant actor ofregional security issue;Secondly, this theory expresses the combination of constructivism andmaterialism;Thirdly, compared with traditional research of regional security, the mostoutstanding characteristic of RSCT is that the independence of security region;Fourthly,RSCT is of great significance, which provides a new aspect to carry out security analysis,represents a reality of international relations that there are more centers in the structure ofinternational security , and provides theoretical support for the combination of nationalsecurity strategy and international security strategy, especially in regional scope.
