As the development of globalization and muti-polarization, international organization has been an important actor in international politics, especially in security domain. The rise of global governance issues has made the involvement in international security agenda an important figure for the status in international politics. As a regional organization proposed by China firstly, the Shanghai Cooperation Organization(SCO), which was set up in 2001 and aims at maintaining regional peace and stability and promoting regional cooperation, has made great progress. Its influence has expanded as the security cooperation develops whose core target is the ?Three Evils‘. Although, there are defects affecting its efficiency behind the prominent development in security cooperation. As a milepost, the withdraw of combat forces in Afghanistan Aid Forces will lead to a deeply change in geopolitics for SCO since the 9?11. The challenge is ahead. Different security environment needs different strategies. A new option needs to be explored discreetly by concerning the defects inside and environment change outside the SCO.Therefore, based on the review of the security cooperation history, this study applies the Regional Security Complex Theory(RSCT) to analyze the Core Security Structure of SCO by focusing on regional, inner-regional and global levels. As the forming drive and constructing basis are displayed, the achievements and defects will be explicit. Regarding the security environment change outside the SCO, the author suggests to change the external security structure by extending the range of security scope and promoting cooperation between member state and observer state, which aims at focusing on coping with specific change of security status in Afghanistan. As a result, it will promote the inner evolvement in SCO and the negative effects will be within control.
