Regional Security Complex Theory(RSCT)is of great academic value in the security research area.It provides a regionalist theoretical perspective that the security posture in the region is an important part of the international security structure.Compared with neo-realism and globalism's analysis of international securit y structures, the RSCT offers a research perspective that focuses more on detail differences and any global security issues and national security issues have different forms in different regions. The five countries in Central Asia have similar national security issues and many are transnational security issues. Therefore, the five countries should be regarded as one region, and it is of great theoretical and practical significance to analyze and study the security issues in Central Asia based on the theoretical framework of regional security complex. The security issues in Central Asia are manifested as follows: security risks in the transformation of political system, ethnic conflicts formed by long history, terrorism inspired by extreme religious thought, border disputes and competition for resources among countries, transnational drug trafficking and security problems from foreign countries and so on.The specific reasons for the security in Central Asia involve many factors such as political, economic, religious, ethnic and extra-national interference.O n the basis of the summary of the characteristics and the influencing factors of security issues in Central Asia, and the construction of change function of factors affecting the security situation in Central Asia,it can be seen that the root causes of security problems in Central Asia are the bad combination of extreme religious thought and social environment and the irrational construction of nation-state system in Central Asia. Therefore, the results of the root causes create a Butterfly Effect that triggered a series of regional security problems.Under the perspective of RSCT,all the problems above are distributed in four levels of analysis: domestic level, regional level,inter-regional level and global level.By using the analytical framework of the RSCT,an independent security complex of Central Asia can be constructed and then the security complex can be analyzed particularly at each level of analysis. Then we can combines the conclusions of the origin of the security issues in Central Asia to assess the future evolution of the security situation of Central Asia, that is,the internal transformation of the security complex of Central Asia is the key to the future evolution of the security situation in Central Asia.A comprehensive analysis of security issues in Central Asia is significant for Chinese strategy of "Silk Road Economic Belt" proposed in recent years.Central Asia has important geographical value to China, and is related to the security situation in the northwest border area of C hina. The stability of Central Asia is related to the success or failure of C hinese "Silk Road Economic Belt" strategy in Central Asia. The main risks of the "Silk Road Economic Belt" strategy in Central Asia are the uncertainty of the policy trend of Central Asian countries, investment risk in Central Asia, interest disputes in multilateral economic cooperation and so on.As a result, the relevant countermeasures of China are holding long political communication with the countries of Central Asia, strengthening counter-terrorism cooperation with Central Asian countries, improve the multilateral dialogue and cooperation mechanism and so on.The content of this paper is divided into four parts: the first chapter is mainly to discuss and analyze the related concepts and related theories involved in the study of the security issues in Central Asia, including the related concepts of security issues and the theoretical basis of security issues, and the historical formation background of Central Asia. The second chapter mainly discusses the main security issues and their causes in Central Asia, the characteristics and the influencing factors of the security issues in Central Asia,as well as the origin of the security issues in Central Asia. The third chapter makes a theoretical analysis of the security issues of Central Asia from the perspective of RSCT.According to the analysis framework of the RS CT,the security complex of Central Asia can be constructed, and the security issues in Central Asia can be divided into four analytical levels.Afterwards, this chapter summarize and sort out the causality in different levels of analysis, and then combines the conclusions of the origin of the security issues in Central Asia to assess the future evolution of the security situation of Central Asia. The fourth chapter mainly discusses the influence and the countermeasures of the security situation in Central Asia to the strategy of the "Silk Road Economic Belt",including its strategic significance for C hina, the challenges of the "Silk Road Economic Belt" in Central Asia and the relevant countermeasures to be taken by China.
