With the development of globalization and trade liberalization, traditionalbarriers to trade such as tariffs, quotas, licenses and foreign exchange control havebeen weakened. Now, they have not blocked the free trade so much. While since1970s, the protectionism in international trade has become more and more increased, and Technical Barriers to Trade (TBT) has become the most important form to hinderinternational trade by its huge covering, concealment and flexibility.
