How to make fully use of modern office measures, raise administrative effectiveness and advance government informatization vigorously, has become the central concern of the governments in the 21st Century. Office automation (OA) of government is the basis of government informatization. Only when the office automation is realized in the true sense, can other various application of government informatization bring into full play, and the enterprises and the public enjoy high-quality service supplied by the e-government.Although our country has advanced the office automation construction for more than 20 years, we still lack studies on civil servants' usage willingness of OA systems. Based on the Technology Acceptance Model (TAM) of Davis and the Theory of Planned Behavior (TPB) of Ajzen, this thesis studies civil servants' usage willingness of OA system empricially by surveying civil servants in KunMing. First of all, this paper overviews theories of office automation and technology acceptance behavior. Based on former research, this thesis establishes a model of influencing factors of the civil servants' usage willingness of OA system. Secondly, adopting methods of interviews and questionnaire survey, we study the civil servants acceptance willingness of OA system. Through means of regression analysis and path analysis, this thesis validates the hypothesized model and finds main influencing factors of the civil servants' usage willingness of OA system. Besides, the thesis analyzes the correlation between the population variables of civil servants and the influencing factors of the civil servants' usage willingness of OA system by means of variance analysis.Finally, based on the previous research, this thesis proposes some policy proposals of how to improve the government OA system construction.
