The reasonable and orderly mobility of civil servants is an important manifestation of social progress and economic development.It is of great significance to strengthen the team-building of civil servants,maintain the vitality of civil servants and improve the efficiency of civil servant system.Y City in Zhejiang Province is one of the top six county-level cities in Mainland China and the only county-level city to carry out national-level pilot comprehensive reform.With the wave of "mass innovation and multitudinous entrepreneurship",Y City has become hot land for innovation and entrepreneurship.In this new stage of development,new situation appears in the group of civil servants,who are responsible for the overall management of economic and social order and state public resources,as well as implementing national laws and regulation.More and more civil servants seek for flow opportunities,participate in the open selection and even voluntarily resign for self-employment.Through literature research,questionnaire and quantitative research method,this paper studies the current management situation and countermeasures of civil servant mobility in Y City from six parts.The first part is the introduction,which mainly includes the research background,research significance,research status at home and abroad,research contents,methods and approach.The second part is the theoretical basis,an overview of the civil servant mobility mechanism,a brief introduction to the concept and content of the civil servant mobility,the function of the civil servant mobility mechanism,the factors influencing civil servant mobility,and the positive and negative effects of civil servant mobility.Taking Health and Family Planning Commission(HFPC)of Y City as an example,the third part introduces the status quo of human resources and civil servant mobility management,characteristics and negative impact of civil servant mobility in HFPC of Y City.The fourth part analyzes the existing problems and causes of civil servant mobility in HFPC of Y City.The fifth part proposes suggestions to promote the reasonable civil servants mobility in HFPC of Y City.The sixth part concludes the paper and points out the futureresearch direction.Based on the deep investigation of civil servant mobility in HFPC of Y City,the purpose of this paper is to understand the factors influencing civil servant mobility,raise suggestions to governments on how to promote reasonable civil servant mobility,stabilize and motivate the group of civil servants,and give them good opportunities for career development.Under the existing system,civil servant mobility is not only the important way for the group of civil servants to achieve metabolism and enhance vitality,but also the basic requirements for the administrative organization to improve efficiency.This paper is of practical and referential value to improve local governments' efficacy.
