| With the deepening and building quickening of socialist process of country governed by law of the judicial system reform, the lagging of the system reform of judicial expertise of our country is shown especially gradually. This current situation has hindered the further development of the lawsuit system, even has influenced the harmony of the lawsuit seriously. Must carry on the reform to the judicial expertise system of our country , have already become deputy to the National People's Congress (group ) , lawsuit law circles , judicial practice circle and the judicial expertise personage's common understanding of many provinces (market ). But on the basis that value is approved, how to carry on the focus with problematic reform specifically. This has reflected from a side that reforms arduousness and complexity of the system of judicial expertiseBecause the appeal of the deputy to the National People's Congress (group ) , academia and the pushing of practice circle, made the reform issue of judicial expertise listed in the agenda of the Standing Committee of the National People's Congress at last. February 28 , 2005, the tenth Meeting of 14 times of Standing Committee of the National People's Congress has passed " the decision about the problem of management of judicial expertise of the Standing Committee of the National People's Congress ". After this decision is issued, persons who agree have it, persons who hold a contrary opinion have it too. I think , should overall decide , must be the first milestone that our country appraise the system reform. Certainly, because the restriction of national conditions and other respects, it " determines " that still remains to be complete to deserve. I expect to suggest ways and means for the judicial expertise reform through one's own argumentation, expect to cause and study people's concern more too, the one that realized the legislature , practice circle and theory circle is benign and interdynamic. |
