The Role Of The Social Security System In The Prevention Of Public Crisis

China has entered a non-stable stage of social development and public crisis has shown high incidence trend, causing huge losses and hazards to the community. This requires us to find more effective ways of public crisis management to improve the effectiveness of public crisis management urgently. But in the current public crisis management, there are lacks of attention and study on the relations between public crisis management and other social systems. Public crisis prevention is the first and the core stage in public crisis management and the social security system plays a special role in preventing and resolving public crisis. This paper reveals the inherent links between the public crisis prevention and the social security system and analyses the method and the results of the former to the latter in order to tell the important role the social security system plays in the public crisis management and importance to establish improved social security system for our country. This paper is divided into five parts.Part Ⅰ: about the situation, management errors and types, characteristics of public crisis. First, the article expounded the definition of crisis and public crisis, and then describes the situation of public crisis in our country, the shortcomings of public crisis management system and crisis management studies. We can find it lacks researches of the social security system role in the public crisis management Through the division of public crisis define what types of public crisis is related to the social security system bug and explain the characteristics of these public crises.Part Ⅱ: about the importance of social security system to the public crisis management from the cycle of crisis management In this part Ⅰ analyses the primary role of the crisis prevention in crisis management cycle and the role of system construction including social security system in the crisis prevention. In order to join the first part and the others, I put the social security system definitions, its four models and two methods of fund operation here. Part Ⅲ: about the relations of social security system and public crisis prevention. This partis the focus of this paper. I explain it in five phrases: theoretical analysis; history analysis;social security system is an indicator to the crisis warning; role manner; effectiveness.
