Terrorism Crime And Countermeasures

This thesis started from the concept of terrorist crimes, through studying the history ,the actuality, the character and the classification of terrorist crimes, analysed international convention, district treaty, the relevant regulations of all countries and the arguments of the concept in the domestic law of all countries and the arguments of the concept of terrorist crimes among scholars at home and abroad. I tried to make clear the source of terrorism through such analysis, accordingly, give the train of thought to prevent and punish terrorism. I divided the thesis into seven parts, the content of the thesis could be generalized as follows.In the preface, I think that because now terrorism put up austere situation, international community is facing with enormous challenge. In the struggle against terrorism, international community need to give further reflection, study and improvenment to how to harmonize the cognition and standpoint against terrorism, summarize the experience against terrorism, strengthen measures against terrorism.In the first part, through reviewing actual international convention, treaty and law regulations of all countries, consulting scholars at home and abroad the analytic means of terrorism, I expatiated on the reason why there were so much arguments on the concept of terrorist crimes, analysed terrorism from history concept and system theory, defined the concept of the terrorism crimes, tried to make the concept accurate, scientific and reasonable.In the second part, the understanding of terrorism is inseparable with the performance of different periods and different stages in the social development process. I joined together with the historical process of terrorism and the current situation, analyzed the causes of terrorism.In the third part, as long as the domestic and international conflicts continue to exist and the root of terrorism is not clear, terrorism, as a social and historical phenomenon, will exist for a long time .Along with social and scientific and technological developments ,the development of terrorism has new characters. Our awareness of terrorist crimes has different positions and angles, which makes it difficult to reach agreement in understanding of terrorism itself. So far we still do not have unified awareness and standard in classifying terrorism.
