.21-century China Cultural Diplomacy Measures Study

Cultural diplomacy is an important constituent of Chinese overall diplomacy, it constitutes soft strength ingredient of Chinese foreign policy. Cultural diplomacy figures prominently in the 21st century Chinese foreign policy, it is the specific manifestation of " always representing the orientation of China's advanced culture", when we are fully implementing "The Three Represents" . Cultural diplomacy is the core strategy of building harmonious world.The article tries to give a new interpretation of cultural diplomacy on the basis of previous research results: Cultural diplomacy is the unification of "the metaphysical" and "the physical". "The metaphysical" cultural diplomacy focuses on spiritual dimension such as ideas, concepts, beliefs, values and so on, while "the physical" cultural diplomacy focuses on material dimension, such as visits, the export of cultural products, visible international exchanges like dance and so on. This article will try to do a systematic research and planning on Chinese concrete measures that are supposed to be taken by Chinese government in the 21 century from these two aspects. We believe that cultural diplomacy mainly led by the government will effectively raise Chinese international image in the 21st century, safeguard Chinese national interests and the fundamental interests of the peoples of the world, create a more favourable international environment for socialism modernization, and realize China's peaceful development great enterprise successfully.
