Cultural diplomacy is an important component of Japan's diplomatic strategy. Since 1980s, Japanese government had set its goals to transform from the economic giant at present to a nation of substantial cultural exportation in the near future. It aims to become a worldwide political power through cultural exportation. Nowadays, international relations are changing from time to time and economic globalization is becoming an irreversible trend. The Japanese government intended to remold its international image to a world great political power, it would export its culture products by taking the advantage of its own strong economic power and advanced technology in order to output its culture.Whether the relation between Japan and China is normal or not will impact on the peace and development of East Asia and all over the world. This article describes the definition of cultural diplomacy and its characteristics, three development stages of Japan's cultural diplomacy and strategic application of Japan's cultural diplomacy. We can recognize that the strategic application of Japan's cultural diplomacy is adjusted as the world situation and China's changes in economic conditions, and they attempt to inculcate their values to the Chinese people. In order to deal with Japan's cultural diplomacy, this article describes China's development strategy to deal with Japan's cultural diplomacy from 3 aspects: regarding the Chinese economic development as support; continuously improving the innovation of culture; enhancing exchanges and cooperation between two countries and drawing lessons from successful experience of other countries.
