Civil society has become a worldwide research project in recent decades.Since thereform and opening-up, all China has run into a big chang and a period oftransformation, along with the reform of the sociliast economic system and political system.In a such new historical period, the various conditions of formation of Chinese civil societyare queitly accumulating and gradually growing. At the same time, the realization of the valueof ideological and political education encounters insurmountable obstacles: the content andform of ideological and political education exist deficiencies; the satisfactions to the objectneeds of education at all levels exist differences; the communications between educators andthe educated exit barriers; the needs of the subject and their expressions are not enough real.In the theory, civil society unique cultural characteristics, value characteristics, organizationalcharacteristics and system characteristics could just solve these issues. So the article is carriedout in this idea.Firstly, the article will analysis the objective necessity of the rising of Chinese civilsociety by the properties, elements and characters of civil society. Secondly, It will start from“value” philosophical category and explore the condition and missing of ideological andpolitical education. Finally, it will summarize the countermeasures how to achieve the valueof ideological and political education in the development of Chinese civil society.In the structure, the article is divided into four parts:Part I: The rising of Chinese civil society. There are two sections to illustrate thatChinese civil society is quietly growing in the modern transformation. One is the posibility ofthe rising of Chinese civil society, and the other is the inevitability of the rising.PartⅡ: The ideological and political education and its realization. It will start from thebasic concept of ideological and political education, and then discuss the condition andmissing of the realization of ideological and political education.PartⅢ: Civil society has a positive impact on ideological and political education. Thispart will be based on the four characteristics of civil society to prove the positive impact: thecultural characterstics of civil society will help enrich the content and form of ideological andpolitical education; the value characterstics of civil society will help correct the object bias;the organizational characteristics of civil society will help develop and improve theexpression of social and individual needs; the system characteristics of civil society will helpenhance the social and individual expression of the authenticity of their own needs.Part IV: Summarize the countermeasures how to realize the value of ideological and political education in the instruction of civil society. It will analyze and summarize severalcountermeasures of ideological and political education in the background of the rising ofChinese civil society: Update the values, promote the comprehensive human development,promote the socialization of ideological and political education, and build a socialenvironment which has both freedom and the rule of law.In short, this article will explore the countermeasures how to realize the value ofideological and political education from a new perspective.
