The corruption is considered as a malignant tumor on political organism, and its existence endangers the social politics, the economy, and the morals and so on the various stability. The existence of corruption is just as the existence of criminal offense. Although there are laws and even the death penalty, the crime phenomenon cannot be cleared up throughout. The corruption is also like this, therefore we cannot have the wild wishes to put an end to the corruption, but we should consummate the mechanisms in every way to eliminate the occurrence of corruption. The article analyzes this political and legal matter based on the economic elementary theory and the model. Based on the cost-benefit analysis method, when the behavior cost is obviously higher than the benefit, the behavior main body will reexamine the necessity of the action. The corrupt benefit means the beneficial things which corrupt behavior can bring. The article divides the corrupt benefit into the macroscopic benefit and the microscopic benefit. The macroscopic benefit means the possible benefit which corruption might bring for the society; the microscopic benefit means when the behavior main body evades the legal sanction, the benefit he obtains. The corrupt cost means the price which pays for the corrupt behavior. The article also divides the corrupt cost into the macroscopic cost and the microscopic cost. The corrupt macroscopic cost means the destruction which corruption creates to each aspect of the society; the corrupt microscopic cost means when exposed all sorts of prices the behavior main body might pay. Through the concrete analysis, a conclusion can be drawn that both the macroscopic cost and the microscopic price are higher than the benefits that it can bring. Thus, from the macroscopic angle the construction and the consummation of the systems, under the microscopic view the effective choice, surveillance, and encouragement of behavior main bodies, are essential measures to decrease the occurrences of corruptions.
