Based on a field research about an "eco-migration" village in Inner Mongolia, this thesis try to get at the structure of the relationship between the state and the local community through the events that involved in the public policy process.This thesis focuses on the "eco-migration" in three perspectives.1."Eco-migration" is a public policy which has been practiced in manywest regions where were in environmental crisis.2. "Eco-migration" is a political process that has been directed by the actions of many social agents.3. "Eco-migration" is a name for the migrants who participate in this pubic project.The author wants to analyze the structure and its practical pattern of the relationship between the state and the local community in these three levels.First of all, we can study "eco-migration" policy as some kind of public discourse. As an authoritative statement of green politics in china, the "eco-migration" emerges from the compromise between the state interest and the regional interest, the central government power and the local government power, the ecological crisis and the developmental anxious.Next, the implement process of 'eco-migration" policy was influenced by many actions of social agents, such as the central government, the local government, enterprises in market, the Mongol ethnic group and the Han people.The county government and the town government are the grass-roots regime in China's political system. They locate on the link point of the state and the local community. They are the starting motor of this relation. In the environmental pollution prevention and ecological construction program, the local government has two roles: the agent of the central power and the agent of the selfish interest group.As the agent of the state power, they should be responsible for the environmental protection of their region. But as the director and designer of the Regional economical development, under the sharing tax system in China the local cadres intend to practice for their department income, and then they are agents of the selfish interest group.
