This requires that the leading cadre continuously improve the core capabilities of gathering advantage resources, constructing modern industry, building a harmonious society and achieving sustainable development, so as to constantly push forward the development of economy.(1) In order to thoroughly change the backwardness of economic, Suining City decided to promote the process of green economy, in the development process of full open market economy, whether policymakers have the core competency of gathering advantage resources is critical. Gathering advantage resources is the core of leading cadres’competences, every place has a special natural resources, human resources and social resources, how to maximize the advantages of local resources is the key factor, which also must be fully embodied in the government leading cadre’s evaluation. The evaluation based on gathering advantage resources including the industrial cluster planning and supporting facilities construction.
