In the western region of china, ecological emigration policy is a process about "practice". The state and the common people met in the village. This is a process that it contains a conflict of interest. Understanging the local konwledge is benefit to the bureaucratic classes to do the works, at the same time, the immigrations also constantly to adjust strategies in order to seek benefit maximization.This article use the method of "process-events" analysis, the purpose is to describe how power is used, and the herdsmen’s right how to implement such an interactive process.The Study found that the local officials were based on the local resources to do the works, and the immigrations were through the form of the daily rebellion achieve the target of interests.On the structure, this article is divided into six chapters.
