The third sector is an unavoidable fact of life in modern society under the driving force of the market. It compensates for the drawbacks of the government and the market, becoming an indispensable organization in the society. China is developing a diverse civil society, which is an inevitable consequence of market reforms and of increased openness to global transactions. The challenge for China, as for all other nations, is how to make full use of the positive factors of the civil society while regulating the problematic factors. Besides differences stemming from the cultural traditions, the Chinese approach towards the third sector differs from the Western one because of the problems that China faces in this age of transition.In China today, the theoretical study of the third sector development should be based on the reality, explore the developing mechanism and model choices of the third sector, probe the constitution and coordination of the development mechanism, and search the formation of positive reactive relationship among the government, market and the main social developing body. According to the concrete demand of the practice, this article which bases on the present condition of the third sector of our country in the period of social transformation, and manages the research method of the sociology, in well recounting west theoretical foundation of the third sector, puts forward the definition of the developing mechanism of China' s third sector. At the same time, it categorizes the developing mechanism of China' s third sector into three sub-mechanisms: driving force mechanism, restriction mechanism and balance mechanism. Driving force mechanism generates from all the factors propelling the development of the third sector; restriction mechanism consists of various objective restrictive factors; balance mechanism functions between driving force mechanism and restriction mechanism-that is to say, to realize unity between the two out of their opposition in order to achieve the development of the third sector. We can have a more accurate and complete understanding on the developing path of the third sector and correctly master the inner relationship among various developing aims by researching the developing mechanism of the third sector, making clear of the relationship among the various factors and how they influence on the third sector, which is significant to the government and the third sector.
