Service-oriented Government Perspective The Construction Of The Social Security System

With the constant establishment and perfection of socialist market economy system, our country's old traditional governmental administrational mode and idea become unfit to the need of development in era more and more. At present, to change the administrative idea of our government is not only the primary prerequisite and the basic condition to establish service government, but also has great importance to change the government functions further and to realize the government transition.Therefore our government should develop the view based on the people. At the same time, the conception of service government makes people evaluate China security regime and framework through a new view in the new era.Based on the analysis of the China's social security reform, the author maintains actively and properly pushing forward the reform of social security in existing framework. The author thinks that the choice to a system of social security is a synthetic result of politics, economy society , culture and so on .In China, a new social security should be established by the view of service government featuring with fair and development. At the same time, it is highly important for fixing new system and its future development to emphasize the dividing of the duty, uniting of authorities and non-authoritative organizations, combining multi-tiers and various structures.In this paper, the author maintains that the principle of Chinese social security development is that social security level should be suitable to productive forces; The regulatory regime should be suitable to the strategies; The principle of separation of affairs from politics, separation of supervision from executive body, and the principle of combining efficiency to justice. The development tendency shows that the position of social security is rising in the future. The fund of social security is from various ways. The institution has its law and the management system will be united.In the end, to establish a real service government geared to China's actual conditional conditions also need draw on the advanced experiences of government reform of the developed country and obtain the enlightenment from their failure.
