The Study On Service-oriented Government Construction In The Angle View Of Administration Values

The concept of service-oriented government is proposed on the basis of deepening understanding of the public administration, Value of public administration and government functions. Service-oriented government as a paradigm of government appeared not in a short term but the inevitable logic result of the evolution of administration and administrative value. There is administration of Sense of political science since country and government appear. Then administration value appear logically. In a long period in history, administration and politics were integrated. The fundamental purpose of the administration is to maintain the rule of emperors and the ruling class , ultimately to serve the interests of emperors and ruling class. So this paper argues that the administration is the "private administration". there was no public administration until modern society appeared .With the evolvting from "private administration" to public administration, administration value start to evolve from "private administration value" to public administration value. Public administration value is a value system like a Pyramid consisting of fundamental values, instrumental values (means values) and purpose of the values (ultimate values). The evolution of administration values directly promote the evolvting of government paradigm. That is the evolution of government paradigm from rule-oriented government to management-oriented government, further to service-oriented government.Service-oriented government has essential characteristics different from rule-oriented government and management-oriented government. It is civil society-based government. What service provided by the Government, how much service, how to provide service depend on the actual needs of citizens and society, and the service must be in accordance with law. Service-oriented government although is the main body of public administration, it is the object of public administration value with a value orientation of public administration. Moreover, the theoretical basis of service-oriented government, Such as the New Public Management Theory, New Public Service Theory all including the values which are consistent with the public administration. That is the important reason for that they can be theoretical basis of service-oriented government. Service-oriented government's construction is a complicated systematic project . It needs construction impetus and basis for the construction of. The impetus of service-oriented government's construction includes national power and international power, and service-oriented government's construction needs the basic conditions of transforming the administrative concept, adjustmenting of government functions, cultivating civic society, improving democracy and the rule of law and so on. Realizing the values of public administration is government's responsibility and efforts. The fundamental path to realize the values of public administration is to build a service-oriented government. On the path selection of the service-oriented government construction, on the basis of improving the basic conditions of service-oriented government's construction , we can establish administrative system of the rule of law, improve the administrative mechanisms of democratic, build a system of administrative responsibility, construct public service system , improve the public finance system and so on. "Alienation" phenomenon easily occur in the process of constructing service-oriented government. The "alienation"of Service-oriented government in essence is "alienation" of service-oriented government's values, that is because the parth or measures of construction depart from public administration values especially depart from it's ultimate value (the purpose of value) in the process of service-oriented government's constructing intentionally or unintentionally. So ,in the process of constructing service-oriented government, it's necessary to use the ultimate value of public administration as a unifying and guiding, and promptly correct the "alienation" phenomenon.
