The Modern Perspective Of Political Parties, Communist Party Of China Capacity Building Research

Party modernization is not only a prevalent phenomenon of party government, but also a prevalent process which is occurring where the party exists. We can generalize a definition: "party modernization is a process which means the party make itself suitable to the external and variational environment, to the course of social development, then institutionalize, standardize and scientize its function , mechanism and mode of activity . As a core of the modern democracy , the party was borned of production of modernization. Party, especially that of leadership faces two tasks of modernization when the important task falls on the shoulders of them, one is the national modernization , the other is its own one . Two tasks pentrate and act each other .Party modernization is one of the important academic and practical problem which will be settled urgently. Practically, CCP should be a modern party according to its essential nature, instructional idea, the goal for struggle , creed and route , especially the basical practice.But, some of our party' thought and manner of governing fall short of the modernization' s request and the economic rule in the background of information times and knowledge economy.In the new phase, ourparty' s environment of governing have undergone two ultimate changes. One is a long period of governance instead of revolution, the other is external opening and social market economy' s development instead of exterior blockage and planned ceconomy. Replying the changes, confirming to historical tide of party modernization in the international range , leading the progress of international communistic movement, CCP needs improve the level of party modernization and the capacity of leadership and governance. Establishing in the human' s political civilization, CCP should hasten its development with a great country' s broad breast which is opening and tolerant.
