Research On The Capacity Building Of Social Service Third-party Evaluation Institutions

In order to give full play to the positive role of social organizations in social governance,promote the transformation of government functions and innovate the social governance system,the government has stepped up its efforts to purchase social services.At present,the government has become a major force in purchasing social services.In order to evaluate the effectiveness of government purchasing social services reasonably and fairly,a third-party evaluation mechanism is introduced.This external evaluation method can better reflect the fairness of evaluation work.In the article,the third-party evaluation organization of social services refers to an organization that evaluates the government's public policies and projects,the government's purchase of public services or public results,and other public expenditure behaviors by independent,professional,and value-neutral social organizations on the basis of government entrustment according to certain evaluation qualifications.At present,China‘s social service third-party evaluation institutions are still at an immature stage,with relatively low barriers in the industry,insufficient independence,professionalism and authority,unclear legal status and other common problems,resulting in insufficient capacity-building,which has also affected their ability to effectively exercise supervision over social service delivery organizations.In order to promote social service agencies to improve their service capabilities and self-development,and to effectively play the supervisory role of third-party assessment agencies in third-party assessment,it is necessary to strengthen the capacity-building of third-party assessment agencies,thus improving their internal management and social credibility,improving their service capabilities,and effectively playing the external assessment role that third-party assessment should have.On the basis of four months' practice in Agency X,through participating in a number of third-party assessment projects,the author analyzes the current situation of social service third-party assessment agencies from the aspects of daily management,professional service ability and external development ability,expounds the current situation of capacity-buildingin Agency X,reflects and explores the existing problems in its capacity-building,and puts forward relevant paths to improve capacity-building.The article is mainly divided into the following four parts.The first part is the introduction,involving research background,problems,significance,literature review,concept definition and theoretical basis.This paper expounds the background of the development of the third-party social service evaluation institutions,combs the relevant literature of the third-party social service evaluation institutions,takes the social ecosystem theory as the theoretical basis of the article,and defines the relevant concepts of social services and the third-party evaluation institutions.The second part is the current situation of the capacity-building of the third-party social service assessment institutions.Taking the current situation of capacity-building of X organization as an example,based on a brief review of the basic situation of X organization,this paper describes the general situation of the organization and the current situation of the construction of internal self-management and governance capacity and external development capacity.The third part is the analysis of the problems existing in the capacity building of the X institution and their causes.Based on the current situation of institutional capacity building,this paper analyzes the existing problems and their influencing factors in the internal and external capacity building of institutions.The fourth part is based on the current situation,problems and reasons of the capacity-building of the X institution,to study the capacity-building path of the third-party social service evaluation institution.At the government level,it mainly starts with the access standard,capital investment and guarantee,legal system and supervision system of the third-party evaluation institution.At the institutional level,the institutional capacity should be improved through training and cultivation of talents,sources of funds,construction of organizational culture and publicity system,and internal governance structure.At the social level,it is mainly from the third party to evaluate the construction of regulatory agencies and give full play to the regulatory role of mass media to promoteinstitutional capacity.
