Rethink The Value Of Public Administration

The value of public administration as its core and soul is the base to study the theory of public administration. The predomination and grasp of the value every different public administration patterns has incarnates its study characteristics and means which becomes an important standard to distinguish "identity". So, the thesis uses the study of public administration value as the cut-in point, teases and studies the conventional public administration patterns in some degree, brings up the conflicts and value paradox resulting from the modernity study means, then adopts the postmodern view different from the conventional study means to construct the postmodern public administration value under the new social background, then advances its thoughts and wishes to the future government.The thesis contains four parts: part one parses the values of contemporary public administration, mainly efficiency, justice and order, studies public administration value flux in the contemporary language circumstance, points the value crisises of conventional public administration, new public administration and new public management and the rooting sticking points. The content of part two is to introduce the era and theory backgrounds of the postmodern public administration. And this part introduces the study situation of postmodern public administration subject and the criticism to the conventional public administration basic on its analytic nature, points out the contribution and elicitation to the public administration from postmodern public administration. Part three employs the realistic validity crisis of public administration which resulting from the direction of contemporary public administration as oration, brings forward six contents and characteristics of postmodern public administration theory. In the last part, the author constructs the core value of postmodern public administration and uses this base to advance three patterns of future government governance.
