The Instrumental Predicaments Of The Neitizen’s Accountability From Postmodern Discourse Theory Perspective

As an important theory of postmodern public administration, the postmodern discourse theory put forward that all the government’s management power can be reduced to be the right of discourse. And according to the degree of control on social management, the discourse would be divided into hegemonic discourse, most people’s dialogue and some people’s dialogue. Network accountability phenomenon appear under the combination of accountability system and technical development of the network since the dawn of this century. Network, because of its own anonymity, fast transfer, open, interactive and other technical characteristics, has been an important channel for accountability. In a sense, the network accountability also reflects a kind of civil discourse right, advocates some people’s dialogue and poses challenges to the government hegemonic discourse, which has become the most effective way of public participation in social management and government supervision in network times.However, because of the current imperfect accountability system and the deficient government network management in the public opinion, network accountability are facing a series of instrumental predicaments, including the role dislocation between the government and netizens, the accountability alienation under the lower degree of organization and the imbalance between the huge netizens group and limited accountability ability. Drawing the conclusion from the postmodern administration discourse theory, this thesis analyzes the causes of network accountability instrumental predicaments, including the lack of Internet public field, the lack of legitimacy of the network accountability discourse and the lack of some people’s dialogue mechanism. To get rid of China’s network accountability instrumental predicaments and ensure the benign operation of accountability, several network accountability optimization strategies are provided:from the network accountability paths level, dredging and expanding network accountability platform, perfecting the government information openness system and accountability system legislation; from the accountability performance level, popularizing network knowledge and promoting the network accountability ethics construction; from the alienation control level, strengthening the guidance and control on the network public opinion, preventing network accountability alienation.
