Research On Postmodern Public Administration Discourse Theory Of Fox And Miller

The traditional public administration is the product of industrial civilization andmodernity. It is based on Woodrow Wilson’s separation of administration and politics,Frederick Winslow Taylor’s scientific management, and on the basis of Max Weber’sbureaucratic. Over a period of time after the Second World War, it developed to its peak.After1960s, the traditional public administrative management pattern have sufferedhitherto unknown crisis. The failed policies in the Vietnam War, Watergate scandal andthe Iran-Contra Affair, such as the outbreak of the crisis event led to the most seriouscrisis of legitimacy since the founding of the United States of America. When thetraditional governance mode is questioned and criticized, Constitutionalism andCommunitarianism competitively attempts to take the place of traditional mode. CharlesJ．Fox and Hugh T．Miller’s book 《Postmodern Public Administration----TowardDiscourse》 is proposed to solve the problems facing the public administration as thirdsolutions.This article first describes the theoretical background of discourse theory. Then, theyexpound Fox and Miler’s criticism of traditional public administration theory and its twoalternatives. And they put forward the concept of public energy field and the legitimatestandards of discourse. Finally, this paper discusses the significance and limitations ofpostmodern public administration discourse theory both in theory and practice. Fox andMiller construct the discourse system of postmodern public administration and a newmode of democratic participation through a language game. It sets off a new thought inthe field of public as a milestone in the postmodern public administration theory. Furtherresearching on discourse theory discourse theory has important reference value andreference meaning to improve our policy and public administration reform.
