Through the ages, the rise and decline of a country is in man, and the turning point is governing the officials. No matter to set down the policy or to provide service, the vital energies of a government depends on the prudence and activity of the officials, so all the governments in previous ages valued the systems of guaranteeing civil servant's quality. We can find the importance of the civil servant's quality. The government needs high-qualified officials to work effectively, and to guarantee civil servant's quality becomes the important part of national political system and the key link of the administrative system. Civil servant is the executor of official affairs; civil servant system is the mainstream of personnel management system and the fruits of human of a certain stage. A high-qualified civil servant team plays an important part in the development of the nation's politics and economy, and vice versa. It is necessary for us to make a intensive study of our country's system of guaranteeing the civil servant's quality, to benefit from foreign achievement to perfect ours.With respect to the importance of civil servant system, we made little research about the system of guaranteeing the civil servant's quality, especially these years; there is little research in some chapter of books, lacking system, which may be related to the complexity of quality guarantee. Thoroughly, there are three parts in my paper. Firstly, the write analyzes the connotations of quality and civil servant's quality; secondly, the author discusses the challenges we meet when we try to guarantee the civil servant's quality; at last, the paper puts forward some proposals for the improvement of the system of quality guarantee from subordinate level, in the hope of making contribution to bettering the system of quality guarantee.
