China's Government Research, Commitment To Community Empowerment Issues

Over the past 20 years, the Chinese Mass organizations grew rapidly. According to the statistics of the ministry of civil affairs, there were more than 153,000 registered social groups by the end of 2004, increased 7.7%. But in fact, numerous mass organization in our country were a part of the country originally, they broke away gradually from the national system. Although its independence is being strengthened slowly, yet there is still very heavy dependence for the mass organization over the country. It embodies the government's leading role to the social space. And because quite a few of corporations have monopoly in their own fields, the relationship between the state and the corporations shows the characters of the corporatism. The inaccuracy localization between the government and the society leads to the fact that the weak power characteristic has appeared in the corporation of China. But with the backgrounds that state is much stronger than society in china, the corporation is doomed not to be separated quickly from the government and the state. Government, whose attitude and action exerts great influence over the development of the mass organizations, still plays an extremely key roll in its whole development process. So, this research sets out to the thinking that the government empowers the corporations, to reposition the relationship between the government and the corporations. And then it will make the government relaxes the control on corporation, and creates the good policy and resource environment for its development, exploiting and stimulating the potentialities of the corporations. In this way, it will bring about an advance in corporations, change the state of corporation's weak power, and make the corporations get their political, economic and social power. Then it will transition to the independence pattern of social leading. This is the purpose of this research which can be achieved.The main thesis research methods are comparative studies, historical research, literature analysis, quantitative research, case analysis methods, and so on.
