Research On The Enhancement Of Administrative Efficiency Of Local Governments In Shanxi Province

Since it was pointed out at the Party’s Seventeenth Congressthat the overall plan for the system of public administrative shouldbe formulated as one that is able to transform the governmentfunctions, balance the relationships, optimize the structure,promote the efficiency, and as one that is consistent in its powerand responsibility, rational in the division of labor, scientific inmaking decisions, smooth in its implementation and strong in itssupervision, along with what was mentioned by Premier Wen Jiabaoin the Government Work Report of 2009 that the administrativeefficiency of government needs to be improved, thus all across thecountry have responded to the call in the establishment of efficientgovernment. As the primary government, local governments areclosely related to the daily lives of the general public. Therefore,the level of administrative efficiency directly impact on the reputation and credibility of the local governments. Furthermore,the establishment of efficiency-government is one of the objectivesof government administration, is the essential requirement for thefull implementation of Scientific Outlook on Development andimprovement of the governance capability of the Party. Theestablishment of efficiency-government is beneficial to not onlyreply to the challenges of the new age and to construct a favorabledevelopment environment for the development of local districts, butalso to the rational integration and distribution of market resourcesso as to strongly support the economical development of ShanxiProvince. This study first offers a brief review of the previousrelevant studies on enhancing the government efficiency both athome and abroad in order to get a clear idea about the current trendof the relevant studies. Then an analysis of some of the activitiesthat different governments take for enhancing the governmentefficiency is followed. Subsequently, the activity Development inComprehensive Environmental Control of Xiao Dian District inTaiyuan is taken as example for a further detailed analysis,including the reasons for choosing the case, the whole process ofthe investigation and the design plan for the activity, etc. Themethods of interview and field investigation are adopted in the course of the investigation. And results of the research showed theinnovations and successful experiences in the enhancement ofgovernment efficiency. Through the comparison with otherrepresentative local governments who also carried out theestablishment of efficiency-government, the necessity of and aseries of defects in the process of establishingefficiency-government, such as the backwardness of institutionalconstruction, smack of dense political activities, defective ratingsystem, low degree of public and low involvement of citizenparticipation are generated. In order to effectively and practicallyimprove the government efficiency and establishefficiency-government, the fifth part of the thesis promotes somecountermeasures and suggestions in further construction ofefficiency-government and enhancement of government efficiency,such as optimizing organizational structure, constructing thesystem of efficiency-government, accelerating the transformationof government functions, further improving the governmentperformance evaluation system, improving the general quality ofcivil servants, modifying efficiency supervision system andintroducing management measures of private sector intogovernment management, etc. The innovation of this paper is acase study to discover and solve problem.
