| The report of the 20th Party Congress pointed out that "China’s modernization will promote the all-round great rejuvenation of the Chinese nation".The modernization of Chinese-style social governance,which integrates historical logic,institutional logic,theoretical logic and time logic,has rich scientific connotation and characteristics of the times.Grass-roots management is the cornerstone of national management,and street offices play an important executive role in grass-roots management.The administrative efficiency of sub-district offices is the key to promote the modernization of grass-roots management,and giving full play to the management efficiency of sub-district offices is the key to improve the national management level.Based on the modernization of governance,this study combines the three elements of organization and the viewpoint of organizational balance in Bernard’s administrative organization theory to promote the construction of a scientific and reasonable evaluation system of administrative efficiency of sub-district offices.At the same time,based on the background of the current grass-roots governance system and capacity modernization,this paper analyzes the evaluation purpose,evaluation subject,evaluation object,evaluation method and evaluation result in the evaluation system,and verifies the evaluation system with B area in Chongqing as a sample.Finally,it summarizes the operation guarantee and suggestions of the evaluation system.The research topic of this paper is to establish an administrative efficiency evaluation system of street offices in line with the current background of governance modernization.The research ideas are as follows: First,through the collation and review of the literature,this paper analyzes the current situation of the research on the administrative efficiency of sub-district offices,defines the core concepts and theoretical basis of this study,and clarifies the research boundaries to provide basic theoretical basis for the follow-up research.Secondly,the construction of administrative efficiency evaluation index of sub-district offices.On the basis of grasping the background of the modernization of grass-roots governance,this paper uses Nvivo 11 qualitative software to analyze the frequency of administrative efficiency documents and policy documents of sub-district offices,and combines the results of theoretical and data analysis to derive a preliminary index system.At the same time,the Delphi method is used to screen and optimize the indicators,and finally the evaluation index system of administrative efficiency of sub-district offices is obtained.Build a hierarchical structure model and calculate the weight of the whole through hierarchical analysis.And the administrative efficiency evaluation of the sub-district office in District B of Chongqing is empirically analyzed.According to the evaluation index system stipulated in Chapter 4,the subset and weight of the data obtained from the questionnaire survey are determined,and the evaluation set of the evaluation object is defined as excellent,good,medium,qualified and unqualified.1.Fuzzy evaluation of factors is carried out,and the membership matrix R of fuzzy comprehensive evaluation is established.The membership matrix and the weight of indicators are fuzzy integrated,and the evaluation results are obtained,and corresponding suggestions are put forward.Finally,the paper puts forward some countermeasures and suggestions to ensure the implementation of the administrative efficiency evaluation system of sub-district offices.In view of "how to implement it effectively in practice",we will further promote the five elements of the administrative efficiency evaluation system of sub-district offices to ensure that the administrative efficiency evaluation system of sub-district offices is operable in line with the current governance background.Through literature analysis,questionnaire survey,Delphi method,analytic hierarchy process and fuzzy comprehensive evaluation,firstly,the development of sub-district offices reveals the meaning of "administrative efficiency".The concept of administrative efficiency is not unified in academic circles.Therefore,by analyzing the related concepts such as administrative efficiency,administrative effect and administrative effect,and combining with the actual functions of street offices,this study deduces the specific meaning of administrative efficiency of street offices.Second,there is still room for improvement in the system construction,organizational objectives and technical support of the sub-district office in Area B.It is necessary to adhere to technical empowerment,realize the integration and efficiency improvement of street office management process and workflow,strengthen planning management,promote the overall efficiency improvement of the organization with scientific and reasonable goals,strengthen institutional innovation,and give full play to the effectiveness of organizational governance under the new national system.Thirdly,combined with the background of the current modernization of grass-roots governance,the evaluation system and operation mechanism adapted to the background of modernization of governance are constructed.Based on the current evaluation process of governance modernization,this study combines the actual situation and constraints of administrative efficiency evaluation of sub-district offices in China to build an analytical framework for administrative effectiveness evaluation of sub-district offices.This paper analyzes the evaluation subject,evaluation method,evaluation purpose,evaluation object and evaluation result from five aspects.First of all,it is necessary to clarify the purpose of evaluation,establish an evaluation concept of administrative efficiency of street offices in line with the background of governance modernization,and at the same time adhere to multiple evaluation subjects,integrate existing resources,and give full play to the administrative effectiveness of street offices.It will also strengthen institutional constraints,strengthen supervision,promote the scientific evaluation process,and ensure the scientific and practical evaluation process.Finally,adhere to the scientific evaluation method,use information technology to promote the new model of administrative effectiveness evaluation of sub-district offices,strengthen evaluation supervision,and ensure the rapidity of feedback of evaluation results. |
