Nowadays,the armed forces are ushering an opportunity stage of reforming and building a stronger army.Due to the reshaping leadership and command system,the volume and investment direction of military expenditure must be more precise and efficient.The former extensive management pattern of "attaching importance to scheduling projects while neglecting output benefits" is hard to accommodate to the new military revolution requirements which demanding using less resource consumption to gain a resource allocation of more benefits.Complying with the era requirement of military reform,it is time to introduce the management means of performance evaluation to projects investment management which take up a larger proportion.It is also an effective way to break the old system barriers and rebuild a concise and efficient military expenditure management pattern.The present management means of military engineering projects are totally simple and extensive,which are difficult to comprehensively supervise and evaluate the project decision-making,the effects of investment,the management means and the overall benefits.To some extent,this demerit effects and restricts the basic function of military engineering projects which serves and assures the generation and promotion of combat effectiveness.Performance evaluation is an important management means for military engineering projects to realize its efficiency and probity.Proceeding from the overall evaluation of economy,efficiency and effectiveness,performance evaluation can overcome the limitation of present pattern and increase the comprehensive benefits of our military engineering projects management.And also subordinate to and serve the requirements of reforming and building a stronger army.Closely integrated with the facts of military engineering projects management,this article analyzed and summarized a massive document literature.Starting with comprehensively improving the quality and benefits of military engineering projects,it also applied the systematic and comparative analysis method and a pattern which combing the qualitative and quantitative indexes to set up an index system of military engineering projects performance evaluation.Meanwhile it utilized the empirical analysis method to test the indicator system.On this basis,in order to further demonstrate the relevant issues of carrying out performance evaluation,this article applied the advanced scientific statistics to discuss the viability,methods,key and difficult points of performance evaluation and finally drew some specific conclusions and suggestions which offering constructive comments on carrying out the continuing performance evaluation issues of military engineering projects.This article is a meaningful exploratory study of carrying out performance evaluation on military engineering projects.The indicator system it set up and the suggestions it proposed can provide certain experiences and references for the carrying out of performance evaluation on engineering projects management.
