Discussion On National Policies And Policy Environment

Being one of the main research contents of the national theory, the national policy research is an intermediary which links up the national theory and the national work. On the basis of national policy research, putting the national policy into the scientific policy category for a dynamic inspection provides a theoretical premise for discussing the interior environmental variation of the national policy in the new times and for the new request proposed to the national policy.As an important part of the state policy, the national policy is the sum total of a series of rules and measures formulated by the state for solving its own national problems in a certain period of time. The formulation, execution and exercise of the national policy are deeply affected by the policy environment; and they have very strong time limited efficacy and contraposition. The national policy should be adjusted and improved in time along with the development and changes of the ethnic relation and national problems; otherwise, it will not be adjusted to the national reality, and causes damage to the state and national interest. At present, with the sustained furthering of the reform and opening to the outside, and the increasing development of the marketing economy, tremendous change has taken place in the social structure of our country; and the social look of each nationality has also changed profoundly. New contents have been continually put into theinterior environment of the socialist national policy. This thesis is trying to study the interaction and influence between the national policy and its policy environment by summing up the changes of the national development, national problems and ethnic relation, and their new requests to the national policy, and by analyzing the western development policies.
