Constructed To Achieve Social Justice, Government-led Model

After the 16th congress of the CCP,the approaches to construct the harmonious society are paid attention much more, and the study in them are various, too. The harmonious society can not be build in short time, and it will be a systemic project. Therefore, the approaches to construct it become various. Based on the situation of China, this article analyzes the theories and viewpoints related at all times and in all over the world. Then it brings forward"build the government leading model to achieve the social justness". Construct the harmonious society is a complicated system, which needs multiplicate factors work together. But in the period of social change, safeguard the social justness is much more important. And the government should act as the leading role.This article includes four parts. It uses the methods of contradiction,organizational theory and other public administration theories to research the approaches. The first part researches the academic origins of the"build the government leading model to achieve the social justness". This part dissertates the viewpoints of Chinese Confucian,legist,Taoism and the related theories abroad. Then their elite are used to support some viewpoints of this article. The second part researches the practical requirements. In this part, the logical relations of the harmonious society's six characteristics are dissertated. Then it clarifies the connotation of social justness, which is valuable to the social change in China. The third part analyzes the actuality and reasons on the social justness. After that the article brings foreword that the government should act as the leading role in safeguarding social justness. The fourth part researches the practice of this model. Meanwhile, it analyzes the obstacles will be encountered and the measures to solve them, which in order to prove the feasibility of the"build the government leading model to achieve the social justness".
