A Research On Our Government's Social Management Function Under The View Of Transformation Of Government Function

The government's function is one of the important categories of politics and administrative management. It means that the government bears the duty and function in national and social lives. Nowadays China is experiencing transformation, the government function should adjust,transfer and optimize. One of important trends is political domination function gradually weakens and economic function,social management functions continue to grow. Moreover, the government has been established social goal prior to economic one in function system structure itself step by step, In other words, the government's social management function has grown up into an important field in government function system.The government's social management function means that it bears duty and function through the way of establishing social policy and statute, regulating social organization and affairs; dissolving social conflict; mediating income distribution, maintaining social justice,order and stabilization based on legal provisions. On condition of embed economy system transformation and harmonious ongoing society, reforming and improving the government's social management function is a urgent task. Therefore, studying the government's function transformation and social management function owns important theory significance and practice value.It's a common trend that strengthening the government's social managing function all over the world. The western developed countries have made useful attempt both in theory and practice, and recognizes that service has become the essence of government management , and it's an important terms of improving government's validity that offering good service for society. Our administrative reformation should grasp the core of government's function transformation, so the government should pay more attention to the idea of service in social construction, management and stabilization.The paper study is instructed on the theory of politics and public administration, through the way of criterion and experience study. It's absorbed in studying social management function in government functions, started with the trends of government function transformation and characteristic of social management function. It analyzes several problems during our current government's management function, introduces methods and features of western developed countries government's management in different periods, The purpose is to have a comprehensive know about our government's management in new situation. I hope it could offer some constructive suggestions for the reformation of our government's management function, and some revelations for improvement of government's social management level.The paper include four parts: in first part (preface), it aims at explaining the actual meaning and theory value of studying social management function, and clarifies the study purpose,content and method, and then illustrates the study situation of government's management function both at home and abroad. In the second part (the first and second chapter), it's a connecting link between preceding and following. It mainly states the meaning and main content of government's social management function, and analyzes our current extruding problem in social management In the third part (the third and fourth chapter), it's the most important part, it includes: analyzing the problem(summarizes the experience and revelation from western government's social management.); solving the problem(the thoughts and countermeasure of improving government's management function). In the fourth part (conclusion), it's the conclusion and future prospect.
