Although《the Insurance Law of China》has been become effective in October first 1995, the agriculture insurance has not been mentioned because the main content of this law is administering the operational behavior of the commercial insurance company. Presently, the supportive policy of agriculture insurance is not on speaking terms with the benefits goal of the insurance company, which result in the state of the development of it becoming stagnant and more atrophied .As the practice of the developed countries shows, all the attempts of using the commercial insurance company in the domain of agriculture have been lost at the end. With the development of market economy and the deeper understand of the vegetable of the foreign governments, they recognize that the agriculture insurance should come to the systematic stage. This essay will follow the practice of the XINJIANG Producing & Constructing Corps (XJPCC),educing the conclusion that our country should make law about agriculture insurance as soon as possible and design the principium of the model of management and the system of organization which provides some theory base for the legislation .XJPCC, a special organization, lying at the northwest frontier, is a provincial separated unit for the national plan, which is character of the syncretism of the Communist Party, administration, army and enterprises ,and the full development of transportation, construction, commerce, science, education, culture and hygiene. XJPCC as a provincial separated unit for the national plan , agriculture covers large quantity of the economic gross. But for it's badly affected by disaster and the high market risk, its production and management is enslaved to the above factors. Therefore, agriculture insurance becomes one of the most important ways to reduce and break down agriculture risk.Agriculture insurance ,supplying insurance guarantee to a proprietor, means the insurance business which focuses on supporting safeguard to the operators who are exposed to the nature disaster and contingency during the process of planting,breed aquatics,stockbreeding and so on ,At present, there is a insistently need to develop agriculture insurance as the tranquilization implement, which is in favor of offering risk guarantee for agriculture and economic promotion in the countryside ,and insuring or solidifying the fundamental status .
