Open Government Information Research

Along with the era of information, information, material and energy resources are the three basis resources. As the biggest owner of information, government should open his information, which is his basis obligation and is the needs of realize the socialist democratization. The openness of Government information is the tendency of the present world. Including American, Canada, England, Japan there are about forty countries have their own "law of government popularization" . Being a member of WTO. The openness of government information is a hot issue that most people focus on. The crisis of SARS in 2003 gave us a lesson: We should care about not only the public health mechanism, but also the system of openness government information.Considering this situation, this thesis makes a comprehensive analysis on openness of government information. This thesis is divided into four chapters:Chapter one: the basic theory on the openness of government information. In this chapter, the author firstly expatiated the meaning of the government information's openness; secondly, carried out the research on the justice of government information's openness; finally, analysis the necessity of the government information's openness.Chapter two: the estimate of actuality of the government information's openness in our country. In our country, the author think, the system and fulfillment of the government information's openness had made a certain development; the close government is changing towards exoteric government, but as the government information's openness is just starting, so the government information's openness also have some problems.Chapter three: the suggestions on the reform of government information's openness in our country. In based on the discuss of above chapters, towards the problems of the government information's openness, the author put forward some suggestions on the reform of government information's openness in our country.
