On The Independent Commission Against China's Legal Construction

Corruption is being spreading in China since the reform and opening-up policy .In view of the serious problem, The Chinese Communist Party and leaders have put forward to the guideline of the thought of anti-corruption, which provides theoretical support to stop corruption to make sure boost the economy. Under the guideline of anti-corruption, the construction of pure administration develop steadily step by step . Since The 3rd Session of the 11th CPC Meeting, China has set out to make a series of pure administration laws to punish economy crimes severely to fight against corruption, to pay more attention to the implementation of anti-corruption and to further and perfect the strategic thoughts of fighting against corruption. During the past decades ,we have made considerable achievements in the construction of pure administration, but numerous problems cannot be neglected :lack of independence and authority in pure administration ;laws concerning imperfect and many badly-needed laws haven't been made yet ;lack of power ,unfairness ;monopoly in supervising .The reason for such problems vary . Singapore and Hong Kong have set us a good example with regard to efficient ways to prevent and punish corruption. Though the social systems are different in these two regions, their theories and practice are thought-provoking. Corruption will be more serious in China because of globalization and entry to WTO .The task of fighting corruption will be more serious and complicated .We have to recognize the urgency of the problem and take actions to stop corruption from spreading .Firstly , we have to set up an independent pure administration institute and grant it special power. This is the basis. According to the present situation of China, it is necessary to combine with the practice of anti-corruption to speed up the law-making process and make a specialized law .To provide legal support for anti-corruption, we should improve legal system concerning punishment .To perfect the prevention legal system,we should set up rules to supervise civil servants' behavior. It's very important to build property reportinstitution and preventing interest conflict. Education is the base and supervision is the key. Though there are different ways of supervising, mass medium has its special characteristics and it will play an important role in the battle .We should enforce news law making and try to put medium supervision into the orbit of law institution . Corruption has become poisonous internationally. To prevent and fight against corruption, we should make full use of the previous experience and attach importance to global co-operation. Fighting against corrupters will ensure a favorable international environment for China.
