With the enhanced awareness of democracy, citizens are increasingly involved in the implementation process of public policy. Citizen participation on the one hand improved the scientific and democratic of policy-making, it also brings many problems to the implementation of the policy. Citizens often make some non-ethical behavior in the course of participating in the policy based on their own interests, affecting the successful implementation of the policy.This paper analyzes the basic research status at home and abroad for ethical decision-making model and public policy implementation, and do a more detailed explanation on influencing factors of Citizens non-ethical behavior and the implementation of policies. Through the analysis of existing literature data,we get the basic conclusions of the motivation of non-ethical behavior, the process of the behavior, and the way of impact the policy implementation,and the consequences in the civic administration involved. Motivation resulting from the implementation of policies loopholes; Course of conduct consistent with the general decision-making process; Impact on policy implementation methods include resistance and opposition, interference and influence, the use and avoidance, neglect and delay. The impact on policy implementation are mainly two aspects of positive and negative effects, including a negative impact predominant position.Based on the literature analysis, this paper selects typical cases in-depth analysis. According to the different modes of action of the citizens non- ethical behaviors on policy implementation, this study selected Yinchuan Taxi transport strike incident, Yangling demolition event, Home appliances to the countryside to buy old change new, A tax return as four examples, through basic research methods such as documented, indirectly collect data, semi-structured interviews, use the match analysis to do the case, and summarize the related case analysis features, trying to through a general conclusion to construct the model. Based on the existing model of ethical decision-making and policy execution model, we propose a model of administrative decision-making process involved in the non- ethical behavior of citizens and citizens non-ethical behavior of the impact on policies implementation model. We draw three basic conclusions, across the administrative decision-making, citizens ethical behavior should consider the political incentives and others factors, Citizens non-ethical behavior have the interplay relationship with four factors of policy implementation, and the government can control the occurrence of non-ethical behavior of citizens through control four factors of the policies implementation.Based on the theoretical analysis, the sixth part of this study made some policy recommendations to avoid the non-ethical behavior of citizens and improve the efficiency of administrative execution. Including improving the quality of public policy-making, improving the quality of policy implementation body, improving the quality of participation of target groups, and optimize the policy execution environment and so on.
