Wit hout strong administrative implementation, many society issues remain unsolved reason ably. Whether the public interest and the policy targets could be realized or not, the ima ge of the government, the authority and public credibility are closely related to the effec t of policy implementation.Policy implementation is strongly purposiveness activity.For mulation and implementation of policy would be meaningless if that deviate from polic y targets.Therefore,policy implementation is concern with development of Chinese poli tics,economy, society.The implementation of public policy is a process to achieve the policy objective. It involves many aspects of the complex relationship and contains many ethical thought, w hilst it also has many ethical problems, so it need to follow proper ethical principles. Ad ministrative ethics is the key to convert the administrative philosophy into administrativ e realities. It is the internal factor and the deep-seated reason that affects the implementation of public policy. In order to make the polic y deliver in accordance with the policy intentions and implement with effect, Modern pu blic administration requires public administrators uphold fairness and justice, and regard the public interest as the starting point and end point. However, public administrators of ten face many ethical dilemmas in the implementation of policy, such as the conflict of i nterest, the role conflict, the rights conflict, and so on. And the prevalence of administra tive discretion make the public administrators is prone to abuse power for the lack of re gulation of administrative discretion.This essay finds out the reasons behind the ethic disorder behaviour of the public administration officials, through analysing the political culture、policy executing environment、the subject and object aspects of the policy implementation, and so on.
