Wuling Minority Areas The Development Of Regional Economic Legal Thinking

Wulin region is intersection broader area of Xiang, E, Yu and Qian province. Historically, the Xiang-E-Yu-Qian Border Area used to be one of the major areas in fighting against poverty in our country, and now it lies in the front of the large scale development for the western region. The Wulin region regards magical mountains and rivers scene, strong local conditions and customs and abundant scenic spots and historical sites as the essential feature. This area is distinctive in geographical position and closely related in territory. The Wulin region is a geographical unit with relative integrated and freestanding in natural environment and characteristics of social development. But, as the division by administrative boundary, there are serious regional protectionism and market segmentation. This result in local economies chasing "large and al-inclusive", "small and all-inclusive", which have brought negative effects to economic development of the region. At present most tourist resources in developments or wait to develop the state and inferior strength still. In this article, the author analyzes that in such kind of region, some measures should be taken, like: common sharing of resources to make a cost preponderance; mutual benefit to make products market bigger; fathering environment jointly to make it sustainable developed so that to enhance the strength of the region as a whole and ensure that each party winsThe dissertation consists of one introduction, one summary and four chapters. The introduction gives a general idea of this dissertation's significance, interrelated study development and train of thought on the issue, main viewpoints and methods in the study, and also tells the innovations and insufficiencies of the dissertation.The first chapter is the history and region range of Wulin region. It introduces the geographical concept, range and close connection in history of Wulin region. It has explained the reason why the thesisregards the Wulin region as the research object. As the division by administrative boundary, there are serious regional protectionism and market segmentation. The author also puts forward some ideas ofdeveloping the economics in this region------construct the Wulineconomics and culture circleThe second chapter is the necessity and feasibility of the construction of Wulin economics and culture circle. The main contents of this chapter are consisted with two parts: The construction of Wulin economics and culture circle is necessity and demand of the development of area cooperation, is the requirement of unisonous area development of our country, and is the necessary choice for sustaining development of Wulin area. It is also the need of enhancing the union nationalities and of constructing the harmonious society, and the necessity of the safety of our country and the national defense. The construction of Wulin economics and culture circle also has realistic feasibility. This is area has the same natural environment and historical human background have formed the initial common cognition and desirability. The improvement of the basic facilities facilitates the area cooperation.The third chapter is how to construct the Wulin economics and culture circle. Characteristics of Wulin region show un-development, un-coordinative and unsustainable. According to basic theories of economics, the border areas must make use of their relative advantages respectively to make economic cooperation and coordinated development. This paper analyses the basic principles for coordinated development of regional economy of the border area, and then proposes the policy framework forth regional economy's coordinated and sustainable development by standardizing industrial allocation and promoting talents flow.The forth chapter is the practice and achievement of the constructionof Wulin economics and culture circle------The Laifeng county of Hueeiprovince and the Longshan county of Hunan province break downadministrative divisions import restrictions. They realize the reunification and the coordinated development of regional economy.The last chapter is the summary. The author sums up the whole idea of this dissertation, hoping the ideas presented in the paper could provide reference for others' study and attract more scholars and experts to do research on the issues of how to develop the economics of territory of nationality.
