With anti-terrorism war deepened,the strategic contradictions and divergences in U.S.—Russian relation have emerged gradually. The U.S. - Russian relation has transformed from closely cooperation into crises since September 11 to the Iraqi War, especially, by 2005, the Bush administration has exerted great pressures on Russia. The scholars and government officials in U.S. have been hard on Russian's foreign policy as well as its internal one. In global level, the strategy of U.S., either by promoting enlarging the NATO or its policy in arms control field, has shown its willing of preventing and containing Russia. In regional level, U.S. actively developed its relations with Russia's neighboring countries to squeeze Russia's strategic space. Sure enough, there are some divergences in international hot issues such as countering terrorism and preventing the spread of weapons of mass destruction, at the same time cooperating among two countries still there. The tense relation of two countries displayed their strategic divergences. The foreign policy of U.S. towards Russia based on strategic prevention and cooperation. Competition and cooperation not only exerted influences on the developing of U.S.-Russia relation, but also promoted the world developing into multi-polarization.My dissertation is divided into three parts. The first part provides an overview of recall the evolution of U.S. - Russia relation since 2000, briefly analyses the great impact on U.S.-Russia relation introduced by 9.11 and Iraqi War.The second part is the key point of this dissertation. It centers on new changes in U.S. policy towards Russia by 2005, mainly by containing Russia in global and regional level.The third part is the conclusion; it summarizes the characteristics of U.S. policy towards Russia since 2005, analyses the strategic contradictions and divergences between U.S. and Russia and its impact on their relation. And this impact shows disputes and cooperation in international hot issue. And also explains the changes in U.S.-Russia relation influence on the future international order.
