Volunteer service manifest the develop degree of national citizen spiritual civilization, the development of volunteer service is very needed in our country at present, also is the inevitably request which the society progresses.This paper uses method of questionnaire, interview, and literature investigation. Combined with the Functional Structure Theory, put forward my own views on volunteer service. With analysis of the various elements of the voluntary service, finally culminating in the Power Mechamsm in Volunteer Service.This paper is divided into four chapters:The first chapter is brief, including the problem of the background to the study, the purpose and significance of research, etc.The second chapter is about the current situation of the development of voluntary service, including volunteers, the types of voluntary service, a new trend in Volunteer Services, etc.Chapter III is the focus of this paper. This chapter focuses on the four components of the Power Mechanism in voluntary service, including the intrinsic mechanism, the operating mechanism, the security mechanism, and the environment facility. In the end of this chapter, there is the model of Power Mechanism in Volunteer Service.Chapter IV presents the views of building a Power Mechanism. First, we must focus on the protection of volunteers; second is to strengthen the voluntary service organizations; and finally, stepping up publicity. The government needs to take measures in these areas, and the same time we should not neglect the role of the media.At present, researches in volunteer service are usually concentrated in a single area of it, For example, motivation of volunteers, or the volunteer organizations, etc. This research is different, it include all aspects of voluntary service. We hope that this paper will be able to meet the domestic shortage in the research of volunteer service, and providing policies for the development of voluntary service.
