Learning society is the essential phase for human beings'knowledge toward nature and self-perfection. Whoever continuously studies can gain knowledge, enhance capabilities and advance with times. China specifically propounded to establish the learning society of all citizens'studying and lifelong learning at the 16th congress report, which signaled that China has been changing into the learning society. As a carrier of leadership, administrative leader's capability is the focus that people have been long concerned. During china's constructing the learning society, it is very important to study the enhancement of administrative leader's capability.Theoretically speaking, there is no research combining the characteristics of constructing learning society with leader's capability. On the contrary, there are more researches about learning society and leadership theories respectively .Therefore, this is the initial research to combine the characteristics of constructing learning society with leader's capability. From the perspective of practice, during this constructing period, leadership like leaders, subordinates or leadership environment has changed so much: the social structure is flatter, the social member is more knowledgeable, lifelong education is the initial force of all citizens'self-change and development, some leaders still are defected in their capabilities and leadership force is simplified ,ect . This thesis combines the leadership's changes with the incapabilities of administrative leaders, propounds to enhance leader's capability and further researches on the current situation, concepts, principles and methods. It aims to clear leader's wonders toward the capabilities. The concepts, principles and methods in this article are comparative, realistic and operational, which can guide the public administration. This article analyzes it from the following parts.Part 1 mainly introduces the background of China's administrator's abilities in the learning society.Part 2 mainly states the concepts and some theories about leader's abilities so as to find out the necessity of researching this title.Part 3 mostly analyzes the current situation of China's administrator's abilities in the learning society including the characteristics of leadership changes and the existing defects of capabilities, which propounds the possibility and importance of studying administrator's abilities in China from the aspect of practice.Part 4 outlines the static framework of enhancing administrator's abilities in China's learning society through combining Part 2 with Part 3.Part 5 deeply explains the factors affecting the enhancement of administrator's abilities using psychology and leadership ecology.Part 6 specifically discusses the concepts, principles and methods to enhance administrator's abilities in China's learning society.Administrative leaders shoulder historical responsibility. Facing this change, the administrative leaders should have the proper capability and ways. Only enhancing leader's capability can solve new problems and develop. Without new capability, the leaders cannot bear the responsibility assigned by people.
