Our government knows that the performance management is important for improving efficiency and the public trust degree . Take harmonious society target as result guiding, designing again performance management system through applying the theories such as the The Balanced Score Card theory, Key Performance Indicators theory , 360 degree evaluation theory. According to theory, introducting county level government performance management middle . enterprise is to take that profit maximizes as self target , the government is not that simple benefit is ultimate purpose but, from "people-oriented " administration idea, target guiding being that customer service and the customer are satisfied become the government, four aspect carries out design on key indicators therefore with balanced scorecard , from government service ,government financial affairs income and expenses , business and technological process counting score getting stuck , studying and growing up, Four together thinking degree , seventeen kind classification indicators and seventy key indicators, enterprise useful experience the distillation managing applying working hitting the performance management in the government being also gone a step further. The paper is hit by key Indicators, mathematic model building-up , may apply to the diversity area of our country , different development level, diversity demand of county level government , enlarge the feasible degree of estimating system of county level government performance management . The mathematic model the performance management results is easy to do by computer , that improves the efficiency of performance and cuts down the cost .
