Administrative Public Research

The administrative public way, refers to the channel of communication between the government and the public. The public way should be taken in order to make the public gain the administrative information most conveniently. In this article, the author bases our country reality, has approached the elementary theory of administrative public way, analyzed the present situation, question and the reason of administrative public way, make use of the western countries'administration public way, and proposed the conception of legal control mechanism。This article altogether is divided into four parts.The first part is about the outline of administrative public way. This part introduces the related elementary knowledge of administrative public way, Chinese and foreign scholars'viewpoints, then proposes the author's own opinion. According to whether it needs the relative person to propose the application, administrative public way may be divided into two kinds: public initiatively and public depending on application. And the author also gives the brief introduction and analysis of the two ways separately.The second part is about the comparative research of administrative public way. In this part, the author selects the USA and some other representative countries to carry on the comparison. This part also analyzes different stipulation of various countries'legal systems in the administrative public way, and unifies Chinese realistic situation, discovers the result and disparity of China in the administrative public way.The third part is about the problem and theoretical analysis of China in administrative public way at present.The fourth part is about the measures and suggestions to improve Chinese administrative public way. In this part, the author proposes the plan to improve administrative public way. This is also the innovation for this article.The author hopes to see, in the near future, each administrative public way can exert their function together, to protect citizen s'supervisory authority and the right to know more comprehensively.
