Research On The Efficiency Improvement Of Local Government Press Conference From The Perspective Of Governance Theory

At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was proposed to modernize the national governance system and capacity.The work of news release in emergencies is an important part of the government's public opinion governance,which can be directly embedded in the national governance system.In the context of Chinese,the theory of "governance" emphasizes more on problem orientation and result orientation,and pays more attention to the substantiation of governance effectiveness.From the perspective of governance theory,focusing on the efficiency of government news release,this paper constructs the "front-end and back-end" model in the news release system,and takes the organizational capacity,information control capacity,media utilization capacity and evaluation feedback capacity of local governments as the starting point to investigate the interaction process of "front-end" and "back-end" in the news release system under the control of governance capacity.This study first selected 11 major emergencies since the 18 th National Congress of the Communist Party of China as the analysis samples.Through the Qualitative Comparative Analysis of case groups,this paper finds that no matter what the nature of the emergency itself and the public's response to the emergency,if the government wants to improve the efficiency of news release,it must strengthen the construction of the main body,content and channel of news release.This is a test of the government's ability to organize,control information and use media.Then,the COVID-19 epidemic in 2020 was taken as a typical case to examine the emergency management capability and news release efficiency of local governments in major public health emergencies.Through the specific quantitative analysis,this paper finds that although the local government reflects the governance innovation through the press conference,the local government's organizational ability,information control ability,media application ability,and evaluation and feedback ability are insufficient.After analyzing the action dilemma and value orientation that local government should adhere to in improving the efficiency of news release,this paper considers how to improve the efficiency of news release,further refines the government's organization ability,information control ability and media utilization ability intothe government's organization ability,information ability and media strength,and emphasizes the importance of improving the government's evaluation and feedback ability.This study also initially constructs the evaluation index system of government press conference efficiency,trying to provide reference for the construction and practical operation of our government press release system.This study proposes to establish a "good governance" oriented government news release and public opinion governance system,build a " three in one " public opinion governance structure with the government as the leading role,the media as the support and the public as the basis,break the obstruction in the process of government news release,strengthen the government's understanding of emergency analysis and judgment,and strengthen the ability of government information output.Through efficient news release,linking top-down national mobilization and bottom-up public participation,reducing the cost of local government governance,increasing the flexibility of government governance space,discovering and using the policy,technology and institutional tools available in the governance toolbox,mobilizing human,financial,material and information governance resources,and effectively addressing and solving governance problems.
