Associations, as the third force besides government and market in modemcountries, plays an important part in social welfare, environmental protection,humanitarian relief, education, health and other social activities. Since reformingand opening up, China has got the rapid development of association s, which aimto meet the various needs of the public and to promote the social development.However, owing to different reasons, our country still implement "controllingmodel management" for associations. This model has handicapped thedevelopment of associations. To research an ideal management model to controlassociations and to find a balance between government and the development ofassociations, has become an important problem to public management in ourcountry.According to present researches on associations management, there arethree basic models of associations management, such as "controllingmanagement model", "indulged management model" and "mixedmanagement model". Based on the diversity in national conditions, differentcountries use different models. As a whole, "mixed management model" is usedby the majority of countries, and "indulged management model" has becomethe trend.Freedom of association is the basic human rights of citizen in modemsociety. To a democratic country, respecting and protecting freedom of buildingassociations is one of basic tasks. The management model that Governmentimplemented plays an important part in realization of rights of freely buildingassociations. Respecting the freedom of association, relaxing the management ofassociations, making civics to build and organize associations freely and makingassociations to do activities freely are basic way to realize the balance of publicpower and civics free rights of building association。Looking back the history of the development of NGO, We could fred thatowing to the lag of economic and political development, strong national power,concentration of social resources and weak consciousness of civics' buildingassociations etc, Government adopted controlling management model to controlthe action of civics' building associations and civil society activities strictlywith strong governmental power. With the steady development of society, it is necessary to change the model of association management. Government mustreplace "controlling management model" with "mixed management model"which regard "indulged management model "as the trend of Governmentmanagement model and look respecting the free right of building associationsand promoting association development as the basic contents.In order to safeguard successful transition of management model ofassociation and probe into the way of transition of management model ofassociation, the paper analyses management model of association in developedcountries firstly, makes sure that "indulged management model" was the basicway of management model of association in developed countries. Firstly, as forthe transition way of our management model of association, the paperdemonstrates the probability and necessity of the transition of our managementmodel of association in order to find the causes and reasons of the transition ofour management model of association. Secondly, on the basis of analysis of ourtraditional management model and reference of experiences of managementmodel of developed countries, the paper claims that our management model ofassociation must to be changed from controlling management model to mixedmanagement model and indulged management model is the final way. Finally,the paper puts forward feasible and realistic way for the transition of managementmodel of association from the angles of Government's trust to association,reasonable collocation of social resources, the transition of Government'sfunctions, the improvement of law system in association management andelimination of shortcomings of traditional management model etc.
