Study Of The Legal Regulation Of The Operation And Development Of Volunteer Organizations In China

Voluntary Organization becomes an important part of Non-Profit Organization in China today.As a third sector different from the government and the enterprise,Voluntary Organization is giving play to the particular function in all domains of nation and society.The popularity of the Voluntary Organization,catering to the need of the development of Civil Society,have made contribution to develop the social traditional virtues in our country and the promotion of the construction of the harmonious society.The volunteer's activities have become an important part of the construction of the socialist cultural and ideological civilization,become an important buoy of improving the moral quality of Chinese civilian,become an important direction of democracy in china.The thesis focused on the Voluntary Organization in China,by analyzing the consistence,form,characteristics,development situation of Chinese Voluntary Organization,the social and positive functions of voluntary service.At the same time,the thesis take the Green Volunteer League of Chongqing and Chongqing Young Volunteers Association as the example,compare with each other to describe the general situation of the volunteer's activities,especially the configuration of the organization and the running pattern of it,making the problems and shortcomings clear enough through deep analysis.Then,facing these problems and shortcomings,using the related management theories,the author explosively presents the design of the configuration of the organization and the foresee of the running pattern of the Voluntary Organization.Chapter one is the basic introduction of the Voluntary Organization,makes a comparison of the concepts of Volunteer Service,Volunteerism,the Non Governmental Organizations,Nonprofit Organizations and public organizations in the introduction. Chapter two is the analysis of the Voluntary Organization's function,through analyzing the advance effect of the Voluntary Organization on civil society,the consummation of democracy system and tonging system and the effect on social security system and socialism morality,this part discusses the advancement of Voluntary Organization to civil society and harmonious society.Chapter three is analysis of legal regulation of Voluntary Organization in our country,this chapter divided into four parts and is the key point of this paper.The first part mainly talks about the general legislation situation of Voluntary Organization in our country.The cases of Green Volunteer League of Chongqing and Chongqing Young Volunteers Association are involved in part two and part three.The writer analyzes and compares the two organization in the aspects of charge department,organization,activity and fund resource in order to prove that the mode of legal regulation is that model of government conductingThe forth part is estimation of this mode's characteristics and effects.The writer particularly introduces how the model of government conducting and the characteristics of this mode from the way of legislation,admission register system,directional idea and managers.The effect and deficiency of this mode is estimated at last.Chapter four discusses how to consummate the legal regulation of Voluntary Organization in our country's implement and development.By studying the successful experience of other country,the writer in the side of theory and practice probes into how to regulate Voluntary Organization.
