Compared to official social organizations,civil voluntary organizations play an important in cultivating social responsibility,promoting citizen participation and solving social problems.However,in recent years,although government has begun transferring its functions to social organizations,it preferred the official voluntary organization and there is not a mature cooperation path between the civil voluntary organizations and the government.Based on that,this paper focus on the relationship between civil voluntary organizations and government.And the writer has selected the cooperation between D County the government and Y voluntary organization in D County as the example.Based on new institutionalism theory and resource-dependence theory,this paper analyzes the cooperation between Y voluntary Organization Association and D County Government and finds that there is interactive cooperation which includes aim changes and strategic behavior and it can be called ‘adaptive cooperation'.Changes in the institutional environment and the complementarity of resources forms the foundation for the cooperation.In the process of cooperation,both do not simply delivery resources,both adopt a strategic behavior.In order to safeguard its power,the government imposes invisible control over the voluntary organizations.And the civil voluntary organization take corresponding strategic responses and try to maintain its autonomy.At the same time,the disequilibrium between the two the government and the civil organization leads to asymmetric dependence on resource.In addition,there is a lack of trust between civil voluntary organizations and the government,which can affect both behavior.At the end,this article also summarizes the positive and negative effects of adaptive cooperation.As the consequence,on the one hand,the cooperation improves the ability of two sides.On the other hand it may challenge the government's governance capability and the civil voluntary organization's autonomy.
